Can you add a radiator without lifting the whole floor?

Usually. How far the run has to travel decides it, and on these estates there is often a sensible route through an airing cupboard or along a wall that avoids most of the boards. Where the floor does have to come up, the early plastic pipework underneath is the reason it needs doing carefully rather than quickly

Are my radiators the wrong size?

Quite possibly, in both directions. Original estate radiators were sized for the insulation of the time and a lot of rooms are now over-radiated, while extensions and converted garages are almost always under. A heat loss calculation on the survey tells you which rooms are which, and it is free
